Sally Mills was small and had dark hair, and was in her mid-twenties. She worked as a nurse in a London hospital.
After the Heathrow Airport Terminal Two explosion, her hospital treated victims of it, among them Thor and Kate Schechter. Sally was on the night shift, until nine o'clock in the morning. Toe Rag temporarily assumed her identity while transferring Thor and Janice Pearce (who at the time had been transformed into a vending machine by Thor's curse) to Woodshead Hospital. She was present when Kate checked herself out to follow Thor, despite concerns that Kate might be suffering from hallucinations.
Sally then went to a café in Islington to stave off sleeping, having a coffee and reading the book Run Like the Devil by Howard Bell. There, she got into a conversation with her table-neighbour Dirk Gently after he stole her coffee. She set Dirk's broken nose, and told him to seek further treatment. They spoke about horoscopes (by The Great Zaganza), his I Ching calculator, the Sellotaped envelope, being a detective and the interconnectedness of all things.
She made Dirk pay her bills, and after he got up to do so she turned to another table-neighbour, a young man which she had earlier nicked a knife from for Dirk; she spoke about her shift in hospital and about the strange comatose man with the hammer and Coca-Cola vending machine. Unnoticed by her, Dirk left the café and took her book with him.
